City of Birmingham retirees are invited to attend a special meeting to help them understand recent changes to their health insurance plan. Retirees and spouses who are Medicare eligible are invited to meet with Blue Cross Blue Shield of Michigan (BCBSM) and Gallagher Benefit Services (the city’s healthcare insurance agent) on Thursday, March 30, 2023 at 1:30 p.m. at City Hall, in the second floor City Commission room. BCBSM will conduct a presentation from approximately 1:30 p.m. – 3:30 p.m., after which attendees will have an opportunity to ask questions.
Last year, the City of Birmingham audited retiree health care benefits in an effort to ensure the best provider for retirees and the city. After a thorough review, it was determined retirees and spouses who are Medicare eligible (65 and older, and/or disabled) would move to the Blue Cross Blue Shield Medicare Advantage health plan. This change took effective on January 1, 2023.
The Blue Cross Blue Shield Medicare Advantage health plan uses the Blue Cross PPO network and provides full benefits without the need for additional supplemental coverage. With this plan, retirees enjoy a wider range of services and reduced costs.

Retiree Health Care Fund Investment Committee The Retiree Health Care Fund was created by the city commission in accordance with the provisions of the Michigan Public Employee Health Care Fund Act, Act 149 of the Public Acts of 1999. The Fund assets shall be invested under the direction of five (5) persons as follows:
The City Manager or the Manager’s designee;
One City Commissioner appointed by and serving at the pleasure of the City Commission;
The City Treasurer;
One city appointed by and serving at the pleasure of the City Commission;
One non-supervisory employee appointed by and serving at the pleasure of the City Manager.
City boards and committees are now meeting in-person with a virtual option available to the public. Individuals who would like to attend meetings in person can access City Hall from the Martin Street entrance during normal business hours, 8:00 a.m. - 5:00 p.m. For meetings that occur after hours, visitors can access City Hall through the Police Department lobby entrance on Pierce Street.
